Solid waste is one of the major components contributing environmental pollution in urban  According to WI-LO Solid waste is defined as useless, unwanted and discarded materials arising from human and animal activities especially coming from production and consumption. Solid waste is the term now used internationally to describe non-liquid waste materials arising from domestic, trade, commercial, industrial, and agricultural as well as from public services. Wastes arise in almost every human activity and reflect the full diversity of man’s act If however, its producer does not seek reimbursement for its removal it is considered to be waste and at some stage will enter a waste handling system.. Solid Waste .is classified, as follows types Municipal Solid waste, Technological waste, Hazardous Waste, inert v Special waste, Harmful Substances, Construction waste, To assess the management possibilities of SW, it is important to consider material flow in society, reduction in SW quantities, reuse of material, energy recovery, and day-to-day SW

Existing Solid Waste Management :
The existing system of waste management in Habiganj Municipality is environmentally ineffective and is a hazard to public health and the operators. The solid waste dumps of
Habiganj Municipality are unregulated and unsanitary, resulting in adverse impacts like degradation of water quality, attraction of disease carrying insects and rodents and overall degradation of the environment. Through general observation with local survey it is seemed that among the different options of waste disposal respondents (26° o) usually throw their wastes into nearby ponds. About 30 O/3 respondents dump their waste into nearby drains and only 25 % respondent of the households discarded their wastes in their respective compound. While 20% use bins supplied by Municipality About 1 5% households throw the garbage on the roadside and 4 % respondents dispose waste here & there. Crude dumping method is used to dispose the solid waste in Habiganj, though every crude Jumping is an environmental disaster causing health risk from different sector along with air water and round water pollution. Still Habiganj Municipality has been using this method in order to minimize the cost of waste disposal. Solid wastes are also used for landfill of low lands in Habiganj town.
At present, more than one lac people live in this town and waste generation rare of Habiganj town is 0.3 kg/cap/day. So the amount of waste generation in Habiganj town is more 30 tons, it is matter of regret that there is no sanitary dumping site for disposing these huge amount of solid waste of Poura area Actually the conservancy section of Paurashava is incapable to conduct the solid waste management system for lack of drainer labors, dustbin, & transport. Paurashava has 5 garbage trucks, out of which 1 is active and rests are out of order. There are 3 trolleys of which 2 are active & one is out of order. Also the Paurashava has 6-rickshaw van for solid waste dumping purpose. In the Paurashava there have about 40 dustbins in different places. So through the over all situation we can say solid waste management system is absolutely break down to conduct for cleaning drains & other aspects which is regarding for healthy environment of town.
Problem in Solid Waste management System :

The existing system of solid waste management has several problems. Some of those are structural and some are non-structural. Structural problems are regarding physical existence such as Dumping site, Dustbins, Vehicles, Road Network Drainage facilities and Manpower etc. Non- Structural problems comprise lake of systematic management, lake of Social awareness, lack of knowledge environmental degradation cause of solid waste and adverse impact of environmental degradation. Members of different ward level committee raised different types of problems. The problems arose in the meetings are;
o There is no sanitary dumping site for Municipality.
o There is no systematic approach to manage the waste
o Numbers of dustbins/Transfer station are inadequate
o Lack of Manpower/Vehicles.
o Lack of fund for required land & infrastructures.
o Irregular cleanness of dustbins /Transfer station
o Lake of Social awareness,
o Lack of know ledge environmental degradation cause of solid waste
o Unplanned urbanization in Habiganj town.
o Lack of drainage facilities.
o Narrow road and lane in town.

Solid Waste Management System Improvement Proposals :
Solid Waste Management System might be executed based on two categories residential and non residential because the properties of solid waste in residential area are different from non-residential. Solid waste Management System of e area must be Community Based Organization through community mobilization and non-residential area should he Non-government Organization based. Generally 300-500 households are considered for one Mohallah About 90% people in a mohallah are Muslim and they build one or two Mosque for five times  prayer. Usually on Friday most of the matured men get together for Gomma prayer in Mosque. So, there is well opportunity to discuss on their problems. Mohalla base CBO formation with member from different strata of residential area will be good initiative for solid waste management system and initially the Municipal authority provide necessary vehicles and dustbins. CBO conduct the operation door-to-door waste collection system with rickshaw ban and fix up lO-taka charge for each household monthly. One meeting should be held monthly for CBO members to review of feedback of the system, The system will become sustainable if Khatib of Gomma Prayer delivery Speech in briefly on the necessity of clean environment and adverse impact of environmental degradation in every week and Special educational campaign in school level to make social awareness.
The Municipal authority should appointed Non-government Organization to conduct solid waste management system for Non-residential area (Commercial, Industrial, Official and Institutional) with specific terms & conditions. The Municipality is the top executive body for both CBO & NGOs initiatives. A diagram is illustrated in below for solid waste management system in secondary towns.
Very recently paura parishad made resulation regarding dumping site selection for Habiganj town.A vital decesion toni town planning unit put before paura parishad monthly meeting to choose the dumping site through visit of potential site.
111Municipality must provide necessary dustbins/Transfer station at suitable location & select immediately the dumping site to solve existing problem for solid waste management for selection of solid waste dumping site. The following criteria should be considered.

o At least two solid waste disposal sites should be selected and reserved another so that when the one site is filled up, the reserved site would be used.
o Site should be located out side of the town.
o Site should be located to minimum fuel distance.
o Site should not create any nuisance to the residential areas.
o Site should be connected with main road and have sufficient width for truck movement.
o Infiltration of water into the dump should be prevented by covering the wastes with a layer of soil and sloping surface of the dump.
After filling and closing up of solid waste disposal site, it can be used for much purpose such as playground, market, shopping center, parks, recreational area, car parking area and bus-truck terminal or other public facilities.
