Sanitation may he defined as the science and practice of effecting healthful and hygienic conditions and involves the study and use of hygienic measures such as: Safe, reliable supply: proper drainage of wastewater proper disposal of all human wastes: prompt removal of all refuse. The word sanitation actually refers to all conditions that affect health and according to the WHO may include such things as food sanitation rainwater drainage, solid waste disposal and atmospheric population.  However in this report the ward sanitation will refer to only human waste, wastewater and solid waste disposal. The principal objectives of providing sanitation facilities are:
To have improved public health:
fig_sanitationA Sanitation system involves all arrangements necessary to store, collects process and deliver human wastes or other forms of wastes back to nature in a safe manner. Sanitation system with respect to human waste management may be considered to have the function of excretion and storage: collection and transportation, process/ treatment, disposal / recycle in urban areas a range of on-site options such as septic tanks, single and double pit pour-flash latrines are used.

Existing Sanitation Condition :
 
According the baseline survey about 60.72% people use sanitary latrine. It is noted from Paurashava that there are 6012 sanitary latrine (Pit and ring slab) and 221 katcha latrine (open hanging and broken etc.) during household Survey it was observed that most of the respondents expressed their willingness 10 join nationwide movement for sanitary latrine for all by 2012. From the benchmark survey at the end of 2005 it was revealed that 92% of the respondent uses sanitary latrine, 2% katcha and the rest 6% use hung and open space, but after June, 2007 it fall down at 81.20% because of rapidly growth rate of population. Among them majority uses ring slab type latrine. Ring slabs are often damaged if not properly maintained. Though since 2000-07 a foreign (UNDP & DFIP) aided Project also working to improve the sanitation condition still the present status of Sanitation facility is inadequate regarding hygienic.
Problem in Sanitation Condition :
The health department of Habiganj Municipality is completely incapable to take necessary steps as per requirement of residents in town due to long time absent of Medical Officer as well as other staffs. Members of different ward level committee raised different types of problems on existing sanitation system in Habiganj Town. The problems arose in the meetings are:
o Lack of proper knowledge and social awareness about sanitation.
o Sewerage connection with drainage channel.
o There is no systematic approach or guidelines for sanitation system.
o Environmental degradation due to existing condition.
o Fund limitation of Municipality to improve system.
o Lack of manpower with concern department to supervise the sanitation status.
Sanitation Condition Improvement Proposals :
To improve the sanitation condition in Habiganj town Municipality must have Professional personnel to continuous supervision. Members of different ward level committee propose following proposals about present sanitation system in the Paurashava.
o There should run massive program on sanitation
o Municipality must have systematic approach
o Suggestion for single pit latrines, which are of low costs
o Paurashava should take active role in sanitation programs
o Paurashava may set rules for compulsory installation of sanitary latrines for each household and determine monitory penalty for defaulter
o Paurashava should keep more budgets for sanitation program
o Latrines should be available at cheaper rate
o There should have loan system and easy repayment system for sanitary latrine
o Paurashava should control sanitary program and its management
o Paurashava should have enough funds and adequate manpower to run the sanitary programe
Through General observation sanitary inspector put his suggestion to the authority construct moi-e 2000 sanitary latrines immediately in Poura area to reach on goal of nationwide movement for sanitary latrine for all by 2010.
